By coincidence, I modified my note before reading yours to include the possibility of a doughnut hole in Obama's plans, i.e. to lower taxes on incomes below $X and raise them on incomes above $Y while doing nothing in between.

After publishing our annual Ballot Guide last week, NTU has identified Colorado Amendment 59 as our number one ballot priority looming in November. It would be disastrous for taxpayers in the state, essentially wiping out the TABOR amendment they fought for and won in 1992.
